(一)领导重视,周密部署。20xx年7月2日全省计生协“生育关怀项目工作培训会”后,我们按照《省计划生育协会开展生育关怀——慰问计划生育困难家庭试点活动方案》的要求,及时成立以了分管副县长为组长,县委办、县府办、县财政局和县计生协、县人口计生局相关人员为成员的“生育关怀项目”活动领导小组,在明确项目工作意义和相关要求后,确定了“救助困难、帮助致富、宣传引领”的总体思路,并及时制订并出台了《生育关怀项目试点工作方案》、《生育关怀调查摸底通知》、《生育关怀项目帮扶方案》等文件,召开了专题工作会,对项目试点工作进行周密的部署和安排。
(二)提供保障,摸清家底。省生育关怀资金下拨后,县财政局设立了专户进行监管,县人口计生局也给予了部分资金配套,并要求各乡镇计生办对调查摸底工作给予大力支持。在20xx年8月启动生育关怀对象摸底工作后,全县30个乡镇和3个街道办事处计生协,严格按照生育关怀方案中确定的条件进行摸底,全县共搜集上报失独家庭77户、计生子女病残家庭39户、其他类型的`计生困难家庭122户、“9.10”特大暴雨受灾计生家庭189户和农村计生创业家庭14户。县计生协会办公室和县人口计生局纪检监察股,也分别对万林、洋溪、太和等10余个乡镇的相关信息进行了核查,确保关怀对象“应享尽享,不符不纳”。
(三)层层公示,严审资格。通过前期调查摸底,县计生协按照“困难优先、帮扶有效”的原则,经严格审查初步将30户失独家庭、27户子女病残家庭、42户计生特困家庭共计99户基本关怀户和9户计生创业户作为关怀对象,进行县、乡(镇)、村三级公示。在为期一周的公示过程中发现,基本户中的金鹤乡对象黄开林(在公示期间死亡),潼射镇赵从奇和青堤乡杜文兴(隐瞒条件),经过再次核实确认后,决定取消这三户对象的资格,并对相关责任人进行了通报批评。最终确定了基本户96户、帮扶户9户和“9.10”暴雨特困户20户为关怀对象,从而确保了本次项目经费使用的公平、公开和公正。
(五)跟踪随访,后续服务。我县计生协在兑现资金后,重点强化后续随访服务。一是县协会在要求基层协会继续帮扶关怀对象的同时,局班子也分别和关怀帮扶对象结成联帮对子。县计生协常务副会长、人口计生局局长侯颖先后三次前往金华镇养殖户李代龙家中进行随访,并邀请县畜牧局专家对其进行养殖技术指导;副会长罗明朗帮助广兴镇养殖户黄书明联系生猪销售渠道;副局长陈庆兰充分利用过去林业方面的专业知识,对瞿河乡种植户周俊的枣园建设进行指导;党组成员、流管中心主任杜晓东为涪西镇帮扶户罗时吉联系引进肉牛新品种。二是各乡镇和村计生协,对本地的关怀对象,继续进行走访和节日慰问,了解困难和需求,并给予及时的帮扶和指导。目前,项目帮扶户产业发展正常,基本关怀户在各级计生协帮助下生活、生产状况也得到了明显改善。
(六)强化宣传,巩固效果。一是活动开始之初,在计生系统内部和相关部门之间通过会议和文件等形式,强调对活动目的、意义的高度认识以及业务能力的培训提高,从而增强了相关人员的工作责任感。二是在活动开展的每一个阶段,均通过简报、通报、板报、专栏、推进会和广播电视、报纸新闻报道以及标语等形式,进行广泛宣传。活动期间先后出通报2期、简报9期,进行报纸和广播电视报道12期次,召开专项工作推进会3次,制作标语72幅、展板26块,主办板报、专栏38期,同时由县电视台录制了全面反映关怀行动的电视专题片《生育关怀惠民生》一部。三是开展主题巡回演出,结合进行资金兑现、义务就诊和政策咨询,以营造活动氛围,强化宣传和引领效果。由县计生协会园丁艺术团自编自演生育关怀主题文艺节目8个,巡回演出10场,现场义诊1260余人次,提供政策咨询、发放宣传手册16000余人份。四是建立生育关怀基地,完善活动资料,以利巩固关怀成果。先后搜集相关信息12600余条,建立“生育关怀”项目帮扶基地9个和生育对象人头档案125个,重点跟踪随访86人次。
三、取得经验
(一)充分认识是前提,高度重视是关键。在我县被确定为全省首批“生育关怀”项目试点县并参加了省计生协举办的培训会后,我们深感这是一项艰巨而光荣的计生惠民工程,县乡村各级计生协及时向本级党政领导作了专题汇报,并赢得高度重视,及时成立了相关机构,召开联席会议,研究方案,落实责任,并在人、财、物方面提供了有力的保障。
(二)规范程序是前提,用好资金是根本。项目工作的根本是用好资金,就是把钱用在符合项目条件的对象上,而要做到这一点,就必须规范项目操作程序。为此我县制订了县定条件、乡镇摸底上报、县复核、三级公示确认的工作原则。据此,对最初上报的近300名对象进行了两次筛查、复核,再行公示,最后确定符合条件的125名对象,并按照不同情况确定关怀资金的分配。为避免资金发放不到位,我们采取了分组划片集中直接送到对象手中,并由当事人签字留指纹的方法。县项目工作领导小组,对资金使用全程进行了监督,从而确保了这次生育关怀资金在公开、公正的前提下全部到位。
(三)宣传服务是前提,转变观念是宗旨。生育关怀活动是一项计生利民惠民政策,是以充分体现实行计划生育的优越性,从根本上解除人们的后顾之忧,从而树立新型的婚育观念为目的的。因此,我们特别注重了活动开展过程的宣传和服务,并且在宣传和服务的方式上,更加注重贴近群众,贴近生活,且尽量突出“生育关怀”这个主题进行氛围的营造,典型的塑造,形象的打造。这样,一是通过基本关怀逐步改善计生困难户的生活,进一步扩大计生协会在群众中的凝聚力和影响力;二是对农村计生家庭发展产业给予扶持,帮助群众发展致富项目,达到帮扶一户,影响一片的目的。
四、存在问题
一是活动进度较慢。我县在被确定为全省首批“生育关怀”项目试点县后,虽然工作启动也及时,但是因为遭受几十年一遇的“9.10”特大暴雨,临时出现了需要救助的计生特困户,这大大增加了应对灾情和专项调查的工作量,加之我们存在宁愿动作慢一点,工作细一点,也要让关怀更实一点的想法,所以没有能够按照最初的计划在20xx年底前,完全将项目资金发放到关怀对象手中。
二是关怀力度较轻。虽然20万元的关怀资金不是一个小数目,但是我县是一个百万人口的农业大县,其中符合关怀条件和需要提供关怀救助的对象,也是一个不小的群体。所以,无论是在关怀资金的量上,还是在关怀对象的面上,都没能做到两相顾及,也因此对此项工作开展会不会带来负面效应,总有些心存困惑,包括宣传层面上的细节,都要考虑再三,谨慎为之。总之,因为项目资金和配套资金量的有限,本次的关怀并没能从根本上解决关怀对象的实际困难。
三是后续服务较软。一方面,由于项目资金要在规定时间内使用,加上缺乏资金配套机制和可供借鉴的成功经验,这次关怀活动,除9户计生家庭创业帮扶户外,一般仅限于走访看望,送慰问金,就基本没有后续的服务了。另一方面,部分基层协会组织网络不够健全,工作人员缺乏服务理念,对延伸、拓展“生育关怀”项目工作成果的认识不足,甚至存在孤立看待、冷淡对待、观望等待的现象。
五、对策建议
(一)制定长远规划,延长项目周期。目前,生育关怀项目还处在起步探索阶段。一是实践证明这是一项造福计划生育家庭的社会公益活动,具有不可低估的积极意义和引导作用,因此有必要将其确定为一项长期的工程,并制定中长期规划,分步实施;二是项目周期可以适当延长,以避免组织实施中仓促应对而影响预期效果。
(二)建立项目基金,增大关怀力度。项目基金是项目延伸、拓展的生命保障,是项目开展的重要前提。生育关怀项目基金的建立,应当包括财政注资,社会捐助和协会自筹三个部分。并且上级协会在下达关怀项目资金的同时,要对项目承接单位的同级政府提出资金匹配的比例和刚性要求。这样,确保了基金的“固有”来源和匹配“补充”,也就为增大关怀的力度和积极的社会影响,提供了重要保障。
(三)强化自为意识,拓展项目作用。生育关怀作为计划生育协会的一种创新举措,各级协会组织就应该义不容辞地担当起组织实施的责任。一是要强化自为意识,把角度站好,把角色当好,既要按项目要求规范操作,又要结合本级本地协会实际,创新形式,做出特色。二是要拓展项目作用,把生育关怀项目工作同协会的整体工作联系起来,找准结合点,搞好宣传和服务,使关怀项目的作用在计生协会工作中得到更大更好的发挥。

“作为”:开学招新和我没多大关系。我只是新人一名,被招对象;安全宣传、义务维修,我只是作为一个小跟班的;理工杯?我也只是以参赛者身份出现的;PcB比赛更不用说了;至于省赛,一开始还和其他成员一起筹划、安排、来回奔波,但安排来安排去,却没把自己安排进去。算是临阵脱逃了吧!
其实我就一高级马仔,酱油打得专业了一点。结果蒙大家的错爱,还是一直走到了副会长的位置。
当然我也并不是一无是处啦。比如协会分配下来的任务,只要我接手的,没有没完成的。协会需要例行出席的场合,我没有一次无故缺席的,协会组织的会议,是没有请过假的。只要协会信任我的,我没理由不做好。因为我认为,做一天和尚你就得撞一天钟。所以一直以来,无论我生活中发生什么事,我都不会影响出勤和工作。
“得失”:初来大学,我就青葱一棵。什么都不懂,什么都不敢。当初是在学长的建议下没有加入学生会而加入电协的。今天,我仔细地用正常人的思维分析一下正常人类认为的在正常情况下我在协会里的得与失。
得:学生组织是学校的重要组成,是学校成熟与否的重要体现。加入协会使我得到了一次打入内部,深刻认识和学习学生组织运行方式、发展方向、以及生存之道的好机会。如果不是在协会,就以我的性格,两辈子也不可能了解到一个我不涉足领域的细致情况。以前从来没有和如此多的人一同共过事,经过时间的打磨,我们之间越来越有共同语言。有力气也可以往一处使了。另外在几次学生干部培训中,我认识了来自各个院系的学生干部们,使我的人际关系扩大到了前所未有的广泛。技术方面,因为是理事成员,故有近水楼台先得月之势……

失:失去的的确有点儿!失去大量发呆的时光,失去几次出游的机会,失去一些玩游戏的时间,失去一次谈恋爱的机会……

首先说明一下,这不是我一时冲动,而是我反复认真思考和多方面权衡之后所作出的决定。
工作能否做好,工作者的性格是首要影响因素。我的性格,喜欢自由,不喜欢管人,更不喜欢让人管着。其实连我都不太明白自己是怎么一步一步走过来的。有人说我比较认真,呵呵。每次开会,无论是谁发言,我都会认真地看着发言者的眼睛,并且不住的点点头。看起来是在赞同发言者的观点。其实是不一定的。每当我表现出以上表情的时,更多的我是在走神儿……所以给大家一种我非常有礼貌的错觉。还有,因为我缺乏交流能力和幽默感,平时就不怎么讲话,不苟言笑。这样又容易给人一种很稳重的错觉。额……
我一直做的都是我感兴趣的事,一旦没有了兴趣,就一点动力也没有了。当初我抱着好奇的心理加入理事会,以为可以在这里相对自由、独立的发展一下,但后来我痛苦的发现:没有什么学生组织是不受校方控制或者为学校服务的。得!我的兴趣瞬间华丽的碎了一地。
抱着我这样的心理,无论如何也是不能再待下去的。影响自己,影响他人。

Most people think of racing when they see greyhounds (灰狗) and believe they need lots of exercise. They can actually be quite lazy! Greyhounds are good at fast races but not long-distance running. Many years ago, when I was fresh out of school and working in Denver, I was driving to my parents' home in Missouri for Christmas. A study of English learning problems was carried out among a total of 106 foreign students. It shows that most students considered understanding spoken English to be their biggest problem on arrival. This was followed by speaking. Writing increased as a problem as students discovered difficulties in writing papers that they were now expected to hand in. Since my retirement(退休) from teaching music in 2001, I have spent a good deal of time painting as an artist. I actually began drawing again in the summer of 1995 when my father died, so perhaps I was trying to recover from the loss of my father, or maybe it was just that it brought back memories of him.
